Talk to your neighbors. Finding a resolution to a issue doesn't always need to involve contacting an outside party or mediator such as the Homeowners Association, or the Police. A simple conversation can usually help. If you find you are having a dispute or minor issue with a neighbor, talk to them about it. Often times they don't know they are doing something that is causing you any problems.
